Her mother, Precious Garcia, is a Filipina from Pampanga who left the Philippines at the age of 19. Her father, Mark Mitchell, is of Scottish-Irish descent, and she also has Spanish ancestry from both sides of her family. She has one younger brother named Sean. From an early age, Shay showed interest in the arts, starting to learn dance at the age of five, and she competed with her group against other dance schools. At the age of 10, she moved with her family to West Vancouver, British Columbia, on the west coast of Canada.
